Tanzania Emerges as Africa’s Most Improved in 2025 Chandler Good Government Index.

Tanzania has been ranked 78th globally and named the most improved country in Africa in the 2025 Chandler Good Government Index (CGGI), reflecting steady gains in governance and reform over the past five years.

The country rose from 82nd in 2021, with notable progress in Leadership & Foresight, where it ranks 40th worldwide. Tanzania’s overall performance across the seven pillars in 2025 is: Robust Laws & Policies (78th), Strong Institutions (80th), Financial Stewardship (95th), Attractive Marketplace (57th), Global Influence & Reputation (77th), and Helping People Rise (83rd).

Key drivers of this improvement include digital governance reforms such as the Digital Tanzania Project and the Data Protection Act, which are enhancing efficiency and security in public services. The government’s reform strategies, coupled with a stronger investment climate, helped push FDI and domestic investment up by 21.6% to USD 6.56 billion in the fiscal year ending June 2024.

The report also highlights Tanzania’s efforts to consolidate international ties with partners including Egypt, France, and Türkiye, boosting global confidence.

Globally, Singapore retained the top spot, followed by Denmark, Norway, Finland, and Sweden. The UAE entered the top ten for the first time, while Europe continued to dominate the top 20.

Despite modest regional improvements, Africa remains the lowest-ranked continent overall, weighed down by fiscal pressures, debt burdens, and weak financial stewardship. Tanzania’s rise, however, underscores the potential of targeted reforms and leadership to drive progress.
